CELP began commercial operation in May of 1990. Energy produced is sold to NorthWestern Energy through a subsidiary Montana Power Company under a Power Purchase Agreement that expires in June 2025. CELP is licensed as a qualifying small power production facility under the Public Utility Regulatory Policy Act (“PURPA”)
The plant uses a Tampella-Keeler circulating fluidized bed boiler to produce steam that drives a GEC Alsthom steam turbine generator exhausting to a C.E./Lumus air-cooled condenser.
Fuel for the plant is primarily waste coal from the nearby Colstrip mine that serves PP&L Global’s Colstrip Generating Facility. Over 30,000 tons per year of limestone are added to the boiler to control sulfur emissions. CELP currently holds over 600,000 tons of limestone reserves.
